The City of Virginia has fulfilled all applicable procedural requirements of law and rule regarding the determination of need for an Environmental Impact Statement (EIS) for the proposed Northland Office Center Building Deconstruction located within the City of Virginia.
The proposed project has been evaluated by the public and the City to determine potential environmental effects.
None of the comments received from the public agencies regarding the project cited specific environmental objections. Based on the findings and record in this matter, the City has determined that the proposed project does not have potential for significant environmental effects.

Pursuant to the requirements of Minn. R. 4410.1500, Item C, this press release is to announce that a mandatory EAW has been prepared by the City of Virginia as the Responsible Government Unit (RGU) for the proposed deconstruction of the NOC in the 300 block of 1st Street South, Virginia, MN. The NOC is a building on the National Register of Historic Places, listed as the Virginia Recreation Building or the Shirt Factory. The site currently occupied by the NOC will be utilized by St. Louis County as part of a new government services center and civic center plaza in downtown Virginia.
The EAW project name is Northland Office Center, Virginia, MN – Building Deconstruction.
